Most mandatory payroll deductions in Armenia are calculated from the employee's salary. The employer withholds or transfers the required amounts and reports them to the relevant authorities. These deductions generally do not create a separate employer contribution on top of gross salary.

The main costs to account for are:

  • Income Tax: Armenia's standard income tax rate on salary income is 20%. Certain qualifying high-tech employees can be subject to a 10% rate under the applicable tax rules.
  • Pension and Social Contributions: Employees covered by the funded pension system make pension contributions from their salary. The standard contribution is 5% up to AMD 500,000. Above that level, the calculation changes to 10% minus AMD 25,000, subject to the applicable maximum. These are employee contributions rather than a separate employer social security payment.
  • Military Stamp Duty: Employees are responsible for the military stamp fee. The current schedule ranges from AMD 1,500 to AMD 15,000 per month depending on the salary calculation base. The highest band applies to a calculation base of AMD 1,000,001 or more.
  • Mandatory Health Insurance Contribution: The universal health insurance contribution is AMD 10,800 per month. During the current transition period, employers acting as tax agents transfer AMD 4,800 for employees earning up to AMD 500,000, while the state covers the remaining AMD 6,000. For employees earning AMD 500,001 or more, the full AMD 10,800 is payable. The employer handles the payment process, but this should not be described simply as a new employer social contribution.

What Additional Costs Should Companies Budget for When Hiring in Armenia?

According to Armenian labor and employment rules, salary and payroll deductions are only part of the hiring budget. Companies may also need to cover recruitment, equipment, benefits, HR administration, and other employment costs.

  • Recruitment: The recruitment cost depends on how you find and hire the employee. If an internal HR specialist handles the recruitment, the cost is part of your HR team's salaries and operating expenses. The average monthly salary in Armenia was AMD 303,140 in 2025. Average pay varies widely by sector, with information and communication and financial services among the higher-paying industries.

For IT roles, salaries are typically much higher than the national average. Junior developers may earn around AMD 400,000 to 600,000 per month, while mid-level and senior developers can earn AMD 700,000 to 1,200,000 and AMD 1,300,000 to 2,000,000 or more, respectively.

The statutory minimum wage remains AMD 75,000 per month. When budgeting for a new hire, use the employee's actual gross salary rather than the national average, especially for technical and specialist roles.

The fixed EOR fee makes a bigger difference for lower-paid employees. At AMD 300,000 per month, a USD 400 monthly fee is roughly 51% of the annual gross salary. At AMD 1,500,000, it is about 10%.

One other point is important when comparing gross salary with take-home pay. At AMD 800,000 gross, income tax, pension, military stamp duty, and mandatory health insurance are deducted through payroll. The employee's take-home pay is therefore significantly lower than the employer's gross salary cost.
